At the Angels May Day Tournament,
there was a Neck Armor-making class. Here are the steps: 
Participants stamped designs in the leather on the back.
The leather is stained (colored).
Leather pieces are laid out on foam pad, the kind used for camping
bedroll.
The leather pieces are glued with contact cement to the foam pad.
Then velcro strips are glued to the front to hold the leather
closed in a circle around the neck.
